EMPLOYMENT AT WORLD BANK ZAMBIA


The World Bank’s Global Partnership for Education (GPE) is seeking to hire a Short-Term Consultant for the Gender-Responsive Education Sector Planning Training Workshops.

In order to support and guide countries in integrating gender equality and gender-responsive education sector analysis and planning, UNGEI and the GPE Secretariat launched an initiative for the development of a gender analysis tool to support developing country partners in preparing gender-responsive Education Sector Plans (ESPs).

In 2017, UNGEI, GPE and Plan International will convene regional training workshops for peer exchange and hands-on skills building on the integration of gender concerns in education analysis, planning and appraisal. The first training event is expected to take place in the region of East and Southern Africa in March 2017.

The training will be co-facilitated by the Education Sector Planning consultant, along with a consultant specialist in gender equality and education. Participants will include representatives from the policy, planning and gender units from select Ministries of Education, education sector Coordinating Agencies, and GPE Grant Agents as well as civil society actors. It is anticipated that South-South learning, mentoring and other sources of technical assistance will play an important role in the training and follow up.

The purpose of the consultancy is to ensure quality assurance in the design and delivery of technically sound sessions on education analysis, planning and appraisal as part of the Gender Responsive Sector Planning regional training. Through the consultancy, the design and delivery of the training will strengthen participants’ capacity to undertake education analysis by applying gender analysis and using standard economic and public policy techniques.

DUTIES AND RESPONSIBILITIES:  

1. Provide technical advice and input on the design of a participatory 3-day training workshop from the perspective of education planning, and provide technical advice and input on the design of specific sessions on education data analysis, costing and budgeting and monitoring and evaluation;

2. Participate in a series of on-line discussions with the gender equality consultant and technical team on co-facilitation of the workshop and session designs in preparation for the training;

3. Co-facilitate the training workshop with the gender equality consultant, with lead responsibility for delivering sessions on education data analysis, costing and budgeting and monitoring and evaluation;

4. Provide a technical review of the training capturing lessons learned and recommendations for future trainings, including observations on the workshop approach and materials, as well as further country level support (template to be provided);

5. Prepare short knowledge products e.g. blogs, case studies, briefings.

SELECTION CRITERIA: 

     • Academic qualifications:
o Graduate degree or higher in education, education planning, economics, statistics and or social sciences.

    • Technical knowledge:
o Theories, principles and methods in areas of Statistics, Economics and public administration in the context of education and development;
o Monitoring and evaluation of education systems and their roles in measuring progress;
o Quantitative and qualitative research methodologies in education;
o Gender and equity issues in education;
o Familiarity with GPE policies, strategies and processes

      • Relevant work experience of at least ten (10) years:
o Education sector analysis, planning and/or appraisal, financial analysis and/or the monitoring and evaluation;
o Quantitative and qualitative research in education;
o Public administration in developing contexts and or technical support to national governments in public administration preferably in education;
o Capacity development, participatory training approaches, workshop facilitation and technical support;
o Experience in strategic planning, project or program design or monitoring and evaluation for equity and inclusion, especially gender equality an asset;
o Experience in working with a variety of development actors and stakeholders, in particular government ministries in developing countries;
o Experience working in a variety of development contexts, including in fragile and conflict affected states.
         
     • Personal skills and capacities:
o Strong interpersonal skills, including demonstrated ability to interact effectively in cross- cultural environments and with representatives from different stakeholder groups including civil society, government, UN, and donor agencies;
o Strong written and oral communication in English;
o Capacity to work independently and in collaboration with a variety of partners;
o Demonstrated ability to adjust plans and approaches in response to changes in context.

The consultancy is for a period of up to 25 days from January 2017 to end of April 2017. The consultancy is expected to be part-time, remote work, and will include travel to participate in a regional training workshop in Tanzania in March 2017.
