TERMS OF REFERENCE
CONDUCTING WEBD PROJECT FINAL EVALUATION RESEARCH FOR CARE’S SOCIAL ENTERPRISE
1. BACKGROUND
CARE Zambia is an international NGO that has worked in Zambia for over 20 years, focusing on humanitarian response and development in rural and peri-urban areas. CARE has been implementing projects in the areas of health and HIV/AIDS, maternal and child health, water and sanitation, social protection, governance, education, gender equality, economic empowerment and environmental conservation among others. To achieve sustainability of its interventions and ensure true ownership in communities of the processes supported by our work, CARE Zambia works with existing community structures and engages participating communities to increase their capacities to be responsive to their own developmental challenges.
CARE Zambia through Women Empowerment Business Development (WEBD) project and with funding from the H&M Conscious Foundation in the Netherlands has been implementing a Social Enterprise initiative in the peri-urban settlements of Lusaka (Chazanga, Chipata, Kanyama, George and Ng’ombe) and three Lusaka rural districts of Chongwe, Rufunsa and Luangwa. The social enterprise has been building a network of 150 women business entrepreneurs who have been promoting and marketing a wide range of health, nutrition and other selected consumer goods reaching above 30,000 households (160,000 people) in the targeted areas.
The project intends to hire a consultant to conduct the final evaluation that will compare market research results to outcomes and impact in related communities.
2. OBJECTIVE
The project seeks to engage the services of a qualified consultant with experience in undertaking researches that will establish project final evaluation results and overall outcomes of women empowerment with  impact on households reached.
3. EXPECTED RESULTS
It is expected that support to be provided by the consultant will lead to the development of the project’s final evaluation research measuring both qualitative and quantitative results establishing the following:
  • Presence of skilled women business agents able to demonstrate basic business knowledge – stock capital, profit and decision making skills on how the money is being used and reinvested.
  • Improved business and entrepreneurial skills for the Business agents compared between baseline and end of project data.
  • Whether Agent was consistency in ordering/re-stocking of products
  • Determining consistency of the social enterprise supplying the products to the agents.
  • Determine whether Agent income allow her to sufficiently sustain her needs or she needs additional sources of income.
  • Determine how Agent accounted for her products and monies – (agent utilizing monies – able to identify profit and amounts reinvested or used for household needs).
  • Is she able to take stock of products sold – is the agent able to demonstrate book keeping?
  • Monthly sustained income of at least US$20 per month among the targeted agents. Determine who controls Agent income – is she in a position to decide over her income earned?
  • Re-construct baseline to take stock of the situation before start of Social enterprise project.
  • Compare baseline finding with final evaluation information to determine whether there is improved social and economic empowerment of the targeted 150 women in the selected communities.
4. SCOPE OF WORK
The consultant will undertake the following tasks:
  • Conduct literature review with reference to the social enterprise donor narrative and market research reports, stories of change already developed as well as other related relevant internal and external documents.
  • Conduct field visits to the target areas to hold meetings and key informant interviews with individuals/households, key partners to collect additional primary data and any other key informants could be arranged, if there will be any data gaps.
  • Submit the final field research report.
5. METHODOLOGY
  1. The research process will be initiated through Agents, household customers, health staff, project staff and beneficiary meetings, desk review, data collection, synthesis and analysis.
  2. Develop data collecting tools and an appropriate methodology for primary and secondary data collection tools for the research.
  3. The consultant will combine a secondary (desk review) and primary data collection methodology to undertake the research exercise as outlined in the scope of work above.
6. DELIVERABLES
The following are the expected deliverables:
  • Inception report with proposed data collection tools to be used
  • A detailed final evaluation report with conclusions, recommendations and annexes with the following:
    • Focus group discussion reports
    • Key informant feedback reports
    • Data collecting tools
    • Data base of research participants
7. TIMEFRAME
The exercise is anticipated to take 30 calendar days; tentative dates being 21st November to 12thDecember 2016.

  • A Technical Proposal with methodology, work plan, time requirement, manpower for the assignment, summarised past experience of similar assignment, CV of lead consultant, Names and addresses of 3 references,
  • A Financial Proposal and reimbursable costs in ZMW and bank details
